Mortgage shake up across the pond

As in this country, England is trying to reform its mortgage practices with the banks. The blame seems to be going to the banks for giving out those loans and not the people that lied to get them. Imagine being asked such an insulting questions like: Do you have a job? How much do you make at this job? What are your spending habits? These sound like racists questions to me.
